Data are based on a head count of full-time and part-time teachers rather than on the number of full-time-equivalent teachers. 2020, The National Teacher and Principal Survey (NTPS) is a system of related questionnaires that provide descriptive data on the context of elementary and secondary education. Lower percentages of traditional public and public charter school teachers had less than a bachelor’s degree as their highest degree (3 percent each) compared with private school teachers (10 percent).

But looking at a single year of data in isolation doesn’t tell us the whole story. In 2000, 31,327 K-12 students attended KCPS schools. As charter enrollment increased during this same period, the number of Black teachers in charter schools grew with it. Changing teacher demographics, and a shifting employment landscape, are important parts of this larger story. Asian and Hispanic teachers made up 1% and 3%, respectively. For instance, 14 percent of traditional public school teachers and 16 percent of private school teachers were under 30, compared with 24 percent of public charter school teachers. But it’s teachers are still mostly white, Diversifying the Classroom: Examining the Teacher Pipeline, Brothers Liberating our Communities (The BLOC), Show up for KC students and families – on Aug 4 vote “Yes on 2” for Medicaid expansion. Finally, the growth of Asian and Hispanic teachers is slight, though important. Overall there is slight growth in the percentage of Hispanic and Asian teachers during this period.

These dollars had a major distortion effect on all aspects of school operations, including student enrollment and teacher employment. To keep things simple, I don’t go into student demographics in detail – you can find a detailed analysis of student demographics over time here. But, similar to K-12 student enrollment, we’re quickly approaching a teacher “tipping point”: in 2018, 46% of all public school teachers within KCPS boundaries taught in public charter schools.

The point of this post, and of Set the Schools Free more broadly, is to create awareness of the facts, so we can have more thoughtful and solutions-oriented conversations about the challenges our public schools, both KCPS and charter, face.

But my best answer is that Kansas City’s $2bn de-seg case was still ongoing in the 1990s. But it didn’t keep up with overall teacher growth – resulting in a decrease in the percentage of Black teachers. In 2017–18, a higher percentage of private school teachers than of traditional public school teachers were White (85 vs. 80 percent), and both percentages were higher than the percentage of public charter school teachers who were White (68 percent). The next few sections break out the trend data in three ways: 1) ALL public (KCPS + Charter), 2) KCPS, and 3) Charter. After 2013, as student enrollment begins to steady, the number of KCPS teachers begins to rebound, slowly. The percentage of Black teachers has steadily decreased. The line graphs show results by race or ethnicity over the academic years included in the analysis. All employed teachers in the PEIMS data are included, irrespective of credentials such as standard certificates, probationary certificates, and permits. This list has grown. But this increase doesn’t keep up with overall teacher growth in the sector, resulting in an overall percentage decline: in 2009 one of three charter school teachers was Black; in 2018, only one of four teachers is. Asian and Hispanic representation during this period is more or less flat. It’s at this point that the demographics of the KCPS teacher workforce begin to change: the percentage of White teachers starts growing – and Black teacher representation begins to decline in parallel.
