All rights reserved. この記事は2016年8月8日に行われた「アメリカの新しい生徒指導システムPBISを学びませんか—中川優子先生講習会—」の取材をもとに作成しました。中川優子先生は、アメリカの公立小学校において、ESL/バイリンガル教師・第二外国語特別教育支援教師として勤務。英語を母国語としない児童・生徒の指導や支援を行う。バイリンガル保護者会コーディネーターでもある。実際にPBISを実践しておられる先生です。, PBIS(Positive Behavioral Interventions and Supports:ポジティブな行動介入と支援)は、子どもの適切な行動の増加、さらにはQOLの向上を目的とし、応用行動分析を実践上の主な基盤として、多層支援モデルによる支援を学校や学級などの集団全体でシステムとして行う取り組みです。学校内の児童・生徒の問題行動の防止を目的としています。＜PBISのポイント＞肯定的で適切な行動は、読むということを習うように、大人から教わらなくてはいけないものであり、教えることが可能である。, PBISは3層構造となっています。一番下の層はグリーン、その上にイエロー、レッドとなっています。それぞれの層で○○委員会といったものを作って担当し、そのシステム化を図ります。グリーンの段階は基礎段階となっていて、この層をきちんと組み立てることでしっかりとしたPBISの実践が可能となります。以下では、主にグリーンの段階について紹介します。, グリーンの段階っていうのは全体に仕掛けます。学校全体の先生が研修を受けてPBISの考え方を入れます。どこかだけではだめです。責任を持ち学校全体でやっていかなくてはなりません。これを実現するために、一番大きなビジョンをまず持ちます。目標よりも高い思想のようなものです。こういうことを望んで責務をもって仕事をしているということを表現します。例えば、, PBISのサイトに入っていただけるとわかると思います。日本の「安心・安全・挑戦」といったものもこれの一つと言えます。, 例えば、「どうして○○ちゃんは鉛筆を触らないっていうことができないの、いつも鉛筆で遊んでいるよね。」こういった子どもの行動を変えたいのならば児童生徒を変えるのではなく、そのお子さんの環境を変えるっていうことを頭においてください。PBISの本髄の中の一つですが、望ましい行動というのは算数の掛け算の九九、手偏の漢字、之繞の漢字が教えることができるように、教えることが可能です。教えなくてはいけないことなんです。, 例えば毎日毎日行動のことを指導していくと、望ましい行動を見せるお子さんの割合は、約80％であると言われています。しかし、「○○だよね、こうだよね、これっていいことだよね、先生こんなことを望んでいるよ」というように毎回毎回お子さんの方にしてほしいことのメッセージを発し続けていても、はみ出てしまうお子さんは約15％います。15％のお子さんを支援する段階ではイエローグループが出てきます。最終的に5％のお子さんが、「ああ、なんかやったけど何だったんだろうな」と終わってしまいます。それがみなさんクラスでも起きているのです。それを意識してかなり先生が仕掛けない限り、子どもはついてきません。「今日はうちのクラスとても静かでやりやすかったわ。」というのは、危険信号です。何も学習していません。「うるさいな、僕これわかんない、僕こんなこと発見しちゃったよ！」っていうクラスの方がよっぽど子どもたちは学習していると思います。これが統計的に言えることです。, この記事ではPBISの定義について扱いました。　次回の記事では、　アメリカでの具体的な取り組み、声掛け　学級を元気にするポジティブな行動支援PBIS②　PBISを効果的な取り組みにするために　学級を元気にするポジティブな行動支援PBIS③　を扱います。, （文責・編集　EDUPEDIA編集部　宮崎俊一)【関西教育フォーラム2016特集企画】もご参照ください　⇒　【関西教育フォーラム2016特集企画】いじめ問題に挑む！～生徒主体のいじめ対策～.
